Contents:
- `latest/municipality-selector.json`: stable selector index
- `releases/<source_release_version>/municipality-selector.json`: release-scoped snapshot
- `current.yaml`: presentation metadata and stable entrypoint

Meaning:
- one item = one `jis_code`
- includes prefecture label, municipality label, activity state, and route targets for graph payloads
