Graph-ready municipality payloads for UI rendering.

Contents:
- `latest/catalog.json`: stable graph payload catalog
- `latest/by-jis/<jis_code>.json`: one municipality payload per JIS
- `releases/<source_release_version>/...`: release-scoped snapshot
- `current.yaml`: presentation metadata and stable entrypoint

Meaning:
- one payload = one municipality selector
- bundles stats series and party-vote series into a single UI-ready JSON document
